Looking at the main picture on page 60 of 'Millennium Bug a VW Beetle Scrapbook' by Keith Seume, I would have to say that the special models produced were mixed in with the regulars.  In the fore ground there is a euro spec 1303, but behind it in line is a special standard model.  Even better is off to the right is a blue sports bug.  The photo is a good window into factory back then.  I recommend this book to all, has lots of good pictures.
